Vice Rectorate for Academic Affairs

About

The University Agency for Academic Affairs was established following Higher Education Council Resolution No. 1427/41/4 AH, issued on 2/2/1427 AH, and Royal Approval No. (3331/M B) dated 4/25/1427 AH. This agency is among the first established at the University of Hail, with the aim of contributing to the development of the educational process, including its programs and courses, and the intellectual, skill-based, professional, and emotional development of university students. It also aims to elevate students in all aspects, overcome any obstacles or difficulties facing the academic process, provide all necessary resources and educational opportunities, improve the educational services offered to students, provide educational and academic resources of the highest quality, and offer educational opportunities to members of the community. To achieve these goals, several supporting deanships were established under the agency: the Deanship of Student Affairs, the Deanship of Admissions and Registration, and the Deanship of Quality and Development.

Since its establishment in 2005, the University of Hail has been committed to the academic process in all its aspects. The University's Academic Affairs Agency has worked since its inception to place the student at the center of the educational process, ensuring a distinguished learning environment for students. It strives to develop knowledge, foster innovation and creativity in various academic fields, and offers diverse educational programs across different disciplines.

The University has witnessed remarkable growth in the number of colleges and academic programs it offers. It comprises several colleges, including health colleges (6 colleges), engineering and science colleges (5 colleges), and humanities colleges (3 colleges). These colleges offer numerous advanced academic programs at the bachelor's and associate degree levels in applied colleges, as well as several higher diploma and master's degree programs. Many new programs are introduced annually in accordance with the University's plan, aligning with labor market demands and contributing to the realization of Saudi Vision 2030, achieving sustainable development, and fulfilling the objectives of the Human Capability Development Program.

Following its restructuring, which included merging the University Development and Business Agency and establishing several new departments such as the Community Responsibility Department and the Scientific Equipment and Laboratories Department, the Academic Affairs Agency continues its vital role in ensuring the university's success in achieving its academic, developmental, and community goals. The agency serves as a cornerstone of the university's educational landscape, community service, and volunteer work. It focuses primarily on the vital role of teaching and learning processes, fostering teamwork, creativity, development, innovation, and initiative in all educational and academic aspects. The agency is committed to providing a supportive and stimulating academic environment for all programs, colleges, and university students through ongoing coordination and cooperation with colleges and supporting deanships. It is also committed to fulfilling the requirements for academic accreditation for all college programs and works professionally to provide robust support systems for students, faculty members, and other beneficiaries, aiming to create an attractive and stimulating academic environment.​​

The University Agency for Academic Affairs is one of the important pillars that helps the university succeed in achieving its goals, and carrying out its main job, which is education; In this context, the agency is keen to establish the work in an institutional professional manner that enhances the culture of work in the spirit of the team, and enhances the serious endeavor to creativity, development, innovation and initiative in everything related to educational and academic aspects.

The agency seeks continuous coordination and joint work with the supporting colleges and deanships, to achieve the requirements and standards of academic accreditation in relation to education and learning, and to provide support to students, faculty members and beneficiaries by providing an attractive and stimulating academic environment that represents the starting point and heading towards all elements of the university system in a way that enhances teaching and learning processes Upgrading it, its quality and the service of society in all its sectors, and made that the main mentor of all the agency's activities, and a control of the rules and foundations from which it is launched in its dealings with all the permanent committees, colleges and support deanships.

The development of courses and academic plans, and the creation of new programs according to the requirements of the labor market, is one of the most important priorities of the agency in the current and future period, as well as achieving excellence in teaching and learning, and developing academic counseling mechanisms in order to allow the student the opportunity to study scientific study according to international scientific foundations, and hold internal and external partnerships, the provision of creative and stimulating educational structure, improving student services, providing all material and human resources to provide a distinguished education service, and seeking to attract distinguished competencies to meet the need of academic programs from specialized experiences in various fields, in line with development plans and labor market needs. The University Agency for Academic Affairs also seeks to develop the student's leadership personality through the targeted academic practices in accordance with the highest international standards.

In general, the Vice Rector for Academic Affairs focuses its efforts on achieving the higher goals of the university, those goals that aim to achieve the vision and mission of the university towards excellence and leadership, with unlimited support from His Excellency the President of the University, in fulfillment of the directives of the government of the Custodian of the Two Holy Mosques, and his trustworthy Crown Prince - may God protect him. In developing the higher education system in accordance with the Kingdom's Vision 2030.

 

Based on the foregoing, the agency is working to achieve its future vision through a number of axes, including: developing programs and study plans, creating new programs based on a study of the compatibility of the labor market needs with the specializations of Hail University, developing the standards of the teaching staff, activating the follow-up mechanism and evaluating the extent Application of academic practices in the university's colleges, developing the academic counseling system in the colleges of the university, preparing the rules of the university's employees (students- faculty members), implementing the university teacher program for the lecturers, developing the university's teaching staff skills on learning and teaching strategies and assessment methods, activating e-learning in the process of learning operations.​

Duties of the Academic Affairs Vice Dean

​Powers of the University vice Rector for Academic Affairs: Through the regulatory powers and permanent committees affiliated with the vice rectorship, several tasks are carried out, which are as follows:


  • Chairing the standing committees affiliated with the vice rectorship and working to activate their roles and achieve their objectives.
  • Maintaining continuous communication with the deans of colleges and associated deanships, and studying methods for developing performance, reconsidering academic programs and scientific plans, providing specialized studies to expand specializations and departments, proposing numbers that can be accepted in colleges, according to capabilities and the community's need, and proposing books and references that colleges need to facilitate The educational process at the university level, and coordination in all of this between colleges.
  • Direct supervising the teaching loads of faculty members, hours in excess of the quorum, and conducting the necessary study or analysis, so that it is consistent with the relevant rules and regulations.

  • Recommend approval of the appointment of faculty members or other knowledgeable individuals needed by colleges for public lectures and similar activities and directing the disbursement of their financial dues.

Responsibilities

​Responsibilities of the University vice Rector for Academic Affairs:

  • Continuous communication through various means with the deans of colleges and the deanships associated with the University vice Rector for Academic Affairs, providing support, assistance, and guidance in everything that supports students and achieves their academic progress.
  • Studying methods of developing performance in various academic practices.
  • Developing programs, and curriculum plans, and providing support and assistance to expand specializations and departments.
  • Cooperating with colleges to propose the number of students that can be accepted into each college, based on the capabilities available in each college, and according to the needs of the labor market and society.
  • Working through relevant committees and coordinating with colleges to suggest books and references that departments and colleges need to facilitate the educational process.
  • Continuous supervision and monitoring of the tasks and teaching loads of faculty members in accordance with the determined rules and regulations.
  • Work on creating new programs that are compatible with the requirements of the labor market.
  • Providing technical guidance, administrative support, and assistance to colleges and academic programs to meet quality requirements and obtain local and international academic accreditation.
  • Reviewing and developing curriculum plans and academic systems of the colleges in accordance with quality and accreditation requirements.
  • Active follow- up of student activities and the student fund in coordination with the Deanship of Student Affairs.
  • Preparing guidelines, plans, and models that achieve outstanding and advanced performance in preparing curriculum plans and creating program.
  • Active follow- up of developments in curriculum plans and academic programs; locally and internationally.
  • Coordinating with relevant authorities within and outside the university to organize workshops and training courses in educational and academic fields.
  • Supervising the implementation of academic policies and university admission policies at the bachelor's and applied college diploma levels.

Standing Committees

The agency performs its duties through the powers granted to the Vice Rector for Academic Affairs and through several standing committees chaired by the Vice Rector.
