About the Institute

The Council of Hai'l University, in its (third) session for the academic year 1428/1429 AH, recommended the establishment of the Research and Consulting Institute (the Institute), and the Council of Higher Education, in its (fifty-third) session held on 3/3/1430 AH, approved the establishment of the Institute by Resolution No. (14/53/1430 AH). The Custodian of the Two Holy Mosques, the Prime Minister, and the Chairman of the Council of Higher Education - may God protect him - approved the establishment of the Institute on 19/3/1430 AH, to serve as a center of expertise in research and consultancy in all fields for the public and private sectors, as it is the university's gateway to society. The establishment of the Institute at the university was intended to be an effective tool for serving the governmental and private sectors that contribute to advancing development in the Kingdom of Saudi Arabia. The Institute strives to translate its vision and mission—both at the level of the Hai'l region and at the national level—and to provide its diverse services with high quality and in accordance with the best international standards, thus meeting the needs of governmental and private institutions, emphasizing the role of scientific research, reaching out to the community, and contributing to solutions to its various issues, with the aim of developing and enhancing the competencies of workers in the public and private sectors, in order to increase productivity and establish a sustainable development strategy.

The Research and Consulting Institute (the Institute) at Hai'l University is the University's research and consulting arm, supporting its mission to serve the community and promote the knowledge-based economy.
In alignment with the objectives of Saudi Vision 2030, the Institute provides high-quality research and consultancy services, builds effective partnerships, and develops innovative solutions that contribute to sustainable development and enhance quality of life. The Institute also offers fee-based diploma programs, bridging programs, and specialized training courses designed to meet labor market needs and strengthen national human capital.
We reaffirm our commitment to institutional excellence, empowering national talent, and maximizing the University's developmental impact in the Hai'l region and across the Kingdom.

Organizational Structure

Institute tasks

  • Utilizing the University's research, professional, consultancy, and supervisory capabilities to serve the productive and service sectors of society.
  • Activating contractual research activities with various entities.
  • Establishing partnerships and collaborations with entities with an investment focus.
  • Building connections with various sectors of society and directing research, consultancy, and supervisory activities to serve national development programs.
  • Assisting the productive and service sectors in the Kingdom to improve their performance through scientific research, studies, consultancy, and joint technical and professional supervision.
  • Serving as a center of expertise for all sectors of society.
  • Activating the role of the University's human resources by providing academic, research, and training services.
  • Achieving optimal utilization of the Institute's human, scientific, and technical resources.
  • Marketing the University's services to the public and private sectors in a way that meets the needs and aspirations of these sectors and enhances the University's financial resources and institutional reputation.
  • Holding conferences, seminars, and meetings with an investment and collaborative focus.
  • Supporting and assisting University staff by reviewing technical and financial proposals and addressing any difficulties applicants may encounter when applying to competitive bidding processes on the Etimad platform and government tenders.
  • Overseeing the management of existing investment projects and their progress toward achieving their objectives.
  • Supervising the proper and accurate drafting of investment and consultancy contracts in accordance with regulations and bylaws.
  • Any other tasks assigned by the Dean of the Institute that fall within its purview.
