University Agency

About

The establishment of the University Agency coincided with the founding of the university by Resolution No. 9/39/1426 issued on 25/10/1426, and Royal Approval No. . (2921/AD) dated 12/4/1427 AH. It represents one of the administrative levels entrusted with assisting the University President in managing and overseeing administrative and financial affairs with high efficiency within the university, thus contributing to creating an effective administrative environment. The Agency – if assigned and delegated to this task – exercises the powers of the University President when His absence, or his preoccupation with some strategic matters at the university, as well as his supervision of the work of the departments associated with him, and diversifying investment sources to enhance the university's self-generated financial resources, and proposing what ensures the advancement of its work, and working to provide its needs and follow up on its performance in the best possible way, in addition to the continuous improvement of human resources and various competencies in the university's sectors to create a distinguished academic educational climate and an attractive learning environment that meets all the needs of the university's staff.

The University of Hail is one of the leading educational institutions in the Kingdom of Saudi Arabia. Since its establishment, it has sought to achieve leadership at the local and regional levels in disseminating knowledge, achieving research excellence, and enhancing sustainable partnership with society. This is done by providing a high-quality and stimulating educational environment, aiming to prepare graduates with the necessary qualifications to integrate into the labor market, and to produce scientific research that serves society by applying the highest quality standards and making the most of human and technical resources.​

Based on the university’s vision and relying on its mission in line with the Kingdom’s Vision 2030 and its development plans, the Vice Deanship seeks to achieve the university’s goals and its strategic plan in order to achieve comprehensive development of the various aspects of the university, whether academic, research, administrative or financial, by raising the efficiency of the university’s institutional performance and developing Its administrative and financial systems keep pace with the latest global developments in the administrative and financial fields. The Vice Rectorate plays an essential role in achieving the university’s goals, by supervising the vital departments that support the performance of the university’s basic functions, and providing administrative and logistical support to it, to ensure the proper functioning of work and the achievement of its goals. These departments include the following:
• General Administration of Administrative and Financial Affairs: which is concerned with preparing the necessary plans to provide financial and administrative resources to the university, ensuring its operation and achieving its educational, research and community service objectives.
• General management of projects, operation and maintenance: which works to maintain the safety and efficiency of the university’s facilities and infrastructure, and provide a safe and effective educational and research environment for students and employees.
• General Investment Administration: which is responsible for developing the university’s financial resources and increasing its revenues through investments.
• Movement and Transportation Department: Responsible for providing and managing transportation for students, employees, and faculty members inside and outside the university.
• Documents and Archives Center: Responsible for preserving, organizing and protecting the university’s historical and administrative documents, ensuring the preservation of the university’s historical memory and enhancing transparency and accountability in the university’s administration.
The Vice Presidency seeks to create an attractive work environment that encourages university employees to participate, take initiative, be positive, and strive towards excellence and creativity, by simplifying administrative and financial procedures and processes, and increasing their speed and efficiency. In line with the university’s policy of using technology efficiently and following the principle of transparency, the agency displays in its electronic portal a simplified overview that includes an introduction to the agency, its objectives, powers, employees, and services. The agency provides electronic models to evaluate the services it provides, with the aim of continuously improving the quality of these services.

Tasks and Powers

The tasks and powers of the agency, represented by the university vice president, are:

• Implementing the overall public policy.
• Assisting the university president in managing the university’s administrative and financial affairs, supervising projects, following up on their implementation, and preparing an investment plan to ensure the strengthening of the university’s own resources.
• Supervising, following up and directing the work of all departments associated with the agency towards implementing its objectives, and proposing what would ensure the advancement of its work.
• Supervising the preparation of annual and five-year plans related to administrative and financial affairs, projects, maintenance, safety, security, as well as movement and transportation, following up on their implementation, preparing annual reports and submitting them to the University President.
• Supervising the university’s facilities, services, and construction, technical, community, and service projects.
• Preserving and inventorying the university’s assets and properties, and working to maintain and develop them.
• Preparing studies and guides organizing work within the university’s administrative and financial units.
• Investing and developing the university’s various resources in a way that ensures their benefit in improving the university.
• Supervising the administrative communications system, and archiving all university documents as needed in coordination with the relevant administrative units.
• Activating and following up on university security plans and programs in university buildings and facilities, and within the university campus.
• Follow up on the development of the university’s infrastructure in the areas of facilities, technology and various services.
• Managing and following up on projects, and securing all the university’s needs through public competitions, and within the limits of the financial allocations approved in the university’s budget.
• Forming the necessary committees to carry out the annual inventory of the university’s warehouses, funds and advances.
• Demanding the payment of advances and university dues, following up on revenue collection, and renewing bank guarantees and guarantees that competition conditions require.
• Developing the necessary policies to preserve, preserve and store university property.
• Approving the financial administration to pay university employee training fees, trainees’ dues, and any other expenses.
• Signing contracts whose implementation is supervised by the departments associated with the agency after the approval of the authority holder.
• Approval of assignment to work outside official working hours for no more than (30) days after coordination with the budget department in accordance with the actual need and the approval of the person in charge.
• Taking the necessary legal measures to ensure the preservation of university funds and property and to prevent violations and abuses.
• Direct contact with ministries, government departments and others according to specialization.
• Improving the quality of life at the university.
• Strengthening the university’s infrastructure to ensure the quality of services provided to beneficiaries.
