University Agency

About

The establishment of the University Agency coincided with the founding of the university by Resolution No. 39/9/1426 issued on 10/25/1426, and with the approval of the highest administrative and financial authorities. This agency is designed to provide high-quality administrative and financial management within the university, contributing to the creation of an effective administrative environment. The Agency, if appointed and authorized to do so, is one of the administrative levels entrusted with assisting the University President in administration and oversight of affairs, with the powers of the President. The university in his absence, or his preoccupation with some strategic matters in the university, as well as supervising the work of the departments associated with him, diversifying investment sources to enhance the university’s self-generated financial resources, proposing what ensures the advancement of its work, working to provide its needs and follow up on its performance in the best way, in addition to the continuous improvement of human resources and various competencies in the university’s sectors to create a distinguished academic educational climate and an attractive educational environment that meets all the needs of the university’s staff.

The University of Hail is one of the leading educational institutions in the Kingdom of Saudi Arabia. Since its establishment, it has sought to achieve leadership at the local and regional levels in disseminating knowledge, achieving research excellence, and enhancing sustainable partnership with society.

This is done by providing a high-quality and stimulating educational environment that aims to prepare graduates with the necessary qualifications to integrate into the labour market, and to produce research that serves society by applying the highest quality standards and making the most of human and technological resources.

Based on the university's vision and guided by its mission in line with the Kingdom's Vision 2030 and its development plans, the University Vice-Rectorate seeks to achieve the university's goals and its strategic plan in order to achieve comprehensive development of the various aspects of the university, whether academic, research, administrative or financial, by enhancing the efficiency of the university's institutional performance and developing its administrative and financial systems to keep pace with the latest global developments in the administrative and financial fields.

The University Vice-Rectorate plays an essential role in achieving the university's goals by supervising the vital departments that support the performance of the university's basic functions and providing administrative and logistical support to them to ensure the proper functioning of work and the achievement of their goals.

These departments include the following:

• General Administration of Administrative and Financial Affairs: which is concerned with preparing the necessary plans to provide financial and administrative resources to the university, ensuring its operation and achieving its educational, research, and community service objectives.

• General Administration of Projects, Operations and Maintenance: which works to maintain the safety and efficiency of the university's facilities and infrastructure, and to provide a safe and effective educational and research environment for students and employees.

• General Administration of Investment: which is responsible for developing the university's financial resources and increasing its revenues through investments.

• Transportation Department: responsible for providing and managing transportation for students, employees, and faculty members inside and outside the university.

• Documents and Archives Centre: responsible for preserving, organizing, and protecting the university's historical and administrative documents, ensuring the preservation of the university's historical memory and enhancing transparency and accountability in the university's administration.

The University Vice-Rectorate seeks to create an attractive work environment that encourages university staff to participate, take initiative, be positive, and strive for excellence and creativity by simplifying administrative and financial procedures and processes and increasing their speed and efficiency.

In line with the university's policy of using technology efficiently and adhering to the principle of transparency, the Vice-Rectorate displays on its electronic portal a simplified overview that includes an introduction to the Vice-Rectorate, its objectives, responsibilities, staff, and services.

The Vice-Rectorate provides electronic forms to evaluate the services it provides, with the aim of continuously improving the quality of these services.

The University Vice-Rectorate seeks to achieve a set of objectives, including:

1. Developing all administrative, service, and technical sectors of the university.

2. Achieving excellence in university infrastructure and research equipment.

3. Streamlining procedures and working towards integrity and transparency.

4. Promoting integrity and transparency in administrative and financial operations.

5. Achieving energy efficiency in university buildings and facilities.

6. Developing the university's security and safety systems.

7. Effectively managing university assets and properties to achieve optimal utilization and investment.

Responsibilities and Authorities

The duties and responsibilities of the Vice-Chancellor, represented by the Vice-Chancellor, are as follows:

1- Implementing the university's general policy.

2- Assisting the university president in managing administrative and financial affairs and infrastructure projects within the university.

3- Supervising, monitoring, and guiding the work of all departments affiliated with the Vice-Chancellor towards achieving their objectives, and proposing measures to ensure the advancement of their work.

4- Overseeing the preparation of the university's five-year plans.

5- Working to provide for the needs of all departments affiliated with the Vice-Chancellor, monitoring their performance to the highest standard, and coordinating among them to achieve the university's objectives.

6- Supervising the university's facilities, services, and construction, technological, and community projects.

7- Maintaining and inventorying the university's assets and properties, and working to preserve and develop them.

8- Preparing the draft annual budget for the university in line with its objectives and programs, and receiving the quarterly auditor's report and submitting it to the relevant authority. 9. Proposing development studies in coordination with the Deanship of Quality and Development, preparing them, developing solutions, and identifying modern methods and technologies that enhance the university's administrative and financial sectors.

10. Supervising the preparation of studies and manuals that regulate work within the university's administrative and financial units.

11. Maintaining, storing, and managing the various items purchased, stored, and retained by the university, whether they are durable items (fixed assets) or consumable items.

12. Activating and monitoring security and safety plans and programs in university buildings and facilities, and security within the university campus.

13. Monitoring the development of the university's infrastructure in the areas of facilities, technology, and various services.

14. Supervising project operations and management, and securing all the university's needs through public tenders, within the limits of the financial allocations approved in the university's budget.

15. Coordinating with other university departments in estimating their annual needs for various items.

16- Forming the necessary committees to conduct the annual inventory of the university's warehouses, funds, and advances.

17- Demanding the repayment of advances and university dues, following up on revenue collection, and renewing bank guarantees and sureties as required by competitive bidding conditions.

18- Supervising contracts implemented by departments affiliated with the agency, after submitting them to the authorized official.

19- Establishing internal regulations to ensure the smooth operation of university hospitals.

20- Coordinating with ministries, government agencies, and other entities in all matters within its jurisdiction.

21- Any other tasks assigned to the agency by the authorized official within its area of expertise.
