Definition of Open Data

​

Open Data at the University of Hail refers to digital data that is available to all members of society (individuals and organizations). It is published without financial, legal, or technical restrictions, and access to it, use, redistribution, and reuse are permitted freely, provided that the source is properly acknowledged.

The University adopts the principles of transparency and community participation by publishing its data in an organized manner. This enables citizens, researchers, developers, entrepreneurs, government entities, and the private sector to benefit from the data in supporting innovation, performance analysis, and data-driven decision-making.

The University of Hail provides open data through an electronic portal that includes files in various formats such as
(CSV – XLSX), to facilitate downloading and analysis using appropriate tools.


Open Data Usage Policy

• The University of Hail provides open data to all users without any fees or registration.
• The data may be used for scientific, research, analytical, or non-profit commercial purposes, provided that such use does not conflict with the regulations of the Kingdom.
• When using the data, users must:
• Acknowledge “University of Hail” as the official source of the data.
• Not use the data for unlawful or misleading purposes.
• Not distort the data or present it in a way that implies incorrect or inaccurate information.
• The University does not grant any intellectual property or legal rights over the data.
• The University reserves the right to remove any dataset if misuse is proven or if its use conflicts with the policy or applicable regulations.

In its commitment to enhancing the utilization of open data, the University of Hail has leveraged some published datasets to support several initiatives and decisions, including:

1. Improving Academic Services
➤ Graduate and academic program data were analyzed, which helped in developing academic plans and aligning them with labor market needs.

2. Enhancing Administrative Transparency
➤ Financial and administrative data were published, contributing to increased transparency and improved operational efficiency within certain units.

3. Enabling Scientific Research
➤ A number of postgraduate students and researchers benefited from the published data in preparing their research and analyzing educational and administrative phenomena.

4. Data Sharing Based on Beneficiary Requests
➤ In response to a request received via email, open data on the number of enrolled students by specialization and academic year were published to support a research study, after ensuring that the data contained no personal or sensitive information.
