In the past few years, scientific research has witnessed remarkable progress in a number of fields at the University of Hail, and as a result of many of these researches touching on topics related to living organisms, the need has increased to establish and activate a permanent committee for scientific research ethics at the university, and after the establishment of the National Committee for Bioethics and Medical Ethics by decision Your Highness, it has become obligatory for all bodies that conduct research on living organisms in the Kingdom of Saudi Arabia to adhere to the regulations issued by the committee. Therefore, the Permanent Committee for Scientific Research Ethics was established at the University of Hail by His Excellency the University President, with the aim of reviewing the ethics of scientific research submitted within the university by specialists in this field due to the importance of this in preserving research ethics in accordance with Islamic law, which preserves the rights of living organisms from violations. Which may occur in the absence of a body that regulates and monitors the ethical aspect of research, and restores the rights of those affected by the violations that occurred in the past. Also, if this research is submitted for publication, as international research organizations and bodies require this as a main basis for approving research related to living creatures and publishing its results.

Establishment of Committee

The Permanent Committee for Scientific Research Ethics was established at the University of Hail in order to review and scrutinize research that is ethically relevant to living organisms. The Permanent Committee for Research Ethics at the University of Hail was formed pursuant to the decision of His Excellency the University President No. 338/M/S1 dated 04/16/1435 AH, in accordance with the system of ethics for research on living creatures issued by Royal Decree No. (M/59) dated 09/14/1431 AH. And its executive regulations issued by the President of the King Abdulaziz City for Science and Technology No. 215221/M/10 dated 01/29/1433 AH, so that the permanent committee has the authority to give approval to conduct research from an ethical standpoint for scientific research submitted to it related to living organisms, and the committee also works To ensure that the principal researcher and those working on the research adhere to all controls, procedures and provisions contained in the system of ethics for research on living creatures and its executive regulations.

Coordinating with the Deanship of Scientific Research regarding following up on the issue of commitment to bioethics and medical ethics in research supported by the Deanship.
Spreading awareness of biomedical and medical research ethics for those working in the research field and encouraging related activities, such as seminars, panel discussions, and lectures.

Tasks of Committee

Ensure that the research conforms to the system of ethics for research on living creatures.

Monitoring the application of the general principles and controls necessary to deal with living creatures, parts of them, or their genetic material in the fields of research in light of the system of ethics for research on living creatures.

Protecting the rights of the human being in question and ensuring his safety.

Ensuring the validity of INFORMED CONSENT procedures.

Ensure that minors, incompetent persons, or persons with disabilities are not exploited in scientific research under any circumstances.

Issuing approval to conduct research from an ethical standpoint.

The basic system for the work of the committee within the University of Hail is based on the system of ethics for research on living creatures and its executive regulations, which specify how the committee is formed and the provisions and rules that govern its work.

Objectives of the system of ethics for research on living creatures:

This system aims to establish the general foundations and controls necessary for dealing with living creatures, parts of them, or their genetic material in the fields of research, in light of observed professional ethics, and in a manner that does not conflict with Sharia controls.

Protecting the rights of the human being who is the subject of research or part of it, ensuring his safety and dignity, and not harming animals or plants when conducting scientific research.

Committee meetings:

The committee meets on Tuesdays every two weeks during the academic year.
