Article 29
The Scientific Council will take the following steps:

Article 31
Given that the Scientific Council is approved by an absolute majority of the votes of those present, and if the votes are equal, the Council in which the president presents shall advance frankly and forcefully unless he rejects a proposal from the university director within fifteen days from the date it reaches him, and if he does not choose it to the scholars discovering his point of view to study it again, as Its Council remains in its opinion. The decision chosen for it is referred to the University Council, and it is considered in a session or elections. The University Council then approves it accurately, amends it, or cancels it, and its decision in that regard is final.
