About Council

The Scientific Council at the University of Ha'il was established immediately after the university's founding in 1432 AH. Since then, it has been carrying out its duties in accordance with the Higher Education Council and Universities System. These responsibilities include, among others, recommending appointments of faculty members, deciding on their academic promotions, and supporting scientific research, authorship, translation, and publishing.

The establishment and organizational framework of the Scientific Council are governed by Articles 28–31 of the Higher Education Council System.

The Scientific Council operates in accordance with Articles 28, 29, 30, and 31, and defines the powers and responsibilities it exercises within the Higher Education Council System. This includes contributing to achieving the university’s vision, mission, and objectives, and supervising faculties, departments, and research units.

Article 28

The Scientific Council at the University of Ha'il is established and is responsible for supervising the academic affairs of faculty members, their appointments, research, and publications. Its responsibilities include:
  • Recruiting university faculty members.
  • Deciding on academic promotions of faculty members in accordance with the instructions of the Higher Education Council.
  • Encouraging scientific research, authorship, translation, and publishing. For this purpose, it may:
  • Establish rules to encourage the preparation of new research.
  • Form scientific centers.
  • Develop a general plan for scientific research centers at the university.
  • Organize research centers outside the university.
  • Define standards of ethics and governance for research activities.
  • Publish research, and scientific theses deemed suitable for publication.
  • Publish scientific journals.
  • Monitor scientific participation, and research centers.
  • Prepare textbooks and dissertations referred to the Council for review.
  • Evaluate academic certificates submitted by Saudi faculty members.
  • Consider matters referred to the University Council.
  • The Scientific Council is composed as follows:
Article 29

The Scientific Council is composed as follows:
  • Chairman: Vice Rector for Postgraduate Studies and Scientific Research.
  • One faculty member from a college or institute with the rank of associate professor, nominated by the college or institute council and approved by the university director.
  • Additional members working in research and scientific matters may be appointed by decision of the University Council, provided their number does not exceed half of the total members. All members are appointed for a term renewable once.
  • The Council may form committees or temporary committees from among its members or others to study assigned matters.
Article 30

The Scientific Council meets at least once a month upon the proposal of its Rector. The Rector may call additional meetings if necessary, upon written request by a third of members, or at the request of the university director. A meeting is valid only if at least two-thirds of the members attend.

Article 31

Decisions of the Scientific Council require an absolute majority of the votes of members present. If votes are equal, the Rector may advance the proposal unless the university director rejects it within fifteen days. If no response is received, the matter is referred back for further consideration. Final decisions are then submitted to the University Council for approval, amendment, or cancellation.
The Secretariat of the Scientific Council is responsible for preparing and scheduling meetings, coordinating candidates, and following up on recruitment matters.

It specializes in reviewing requests for the appointment and transfer of faculty members, the transfer of faculty members within the university, termination of service, early retirement, and the employment of part-time professors. Applications are processed in accordance with the regulations governing the affairs of Saudi university employees, including faculty members and their equivalents, issued by the Higher Education Council Resolution No. (6/4/1417), taken at the sixth session of the Higher Education Council held on 26/8/1417 AH, approved by Royal Order Telegram No. (7/B/12457) dated 22/8/1418 AH, and the executive regulations of the University of Ha؛il, as well as relevant circulars.

It specializes in reviewing requests for faculty member promotions, refereeing research and books for promotion purposes, and related matters. Applications are processed in accordance with the regulations governing the affairs of Saudi university employees, including faculty members and their equivalents, issued by the Higher Education Council Resolution No. (4/6/1417), adopted in the sixth session of the Higher Education Council, held on 26/8/1417 AH, approved by Royal Order Telegram No. (7/B/12457) dated 22/8/1418 AH, and the relevant circulars in this regard.

Applications are processed in accordance with the regulations governing the affairs of Saudi university employees, including faculty members and the like, issued by Higher Education Council Resolution No. (4/6/1417), adopted in The (sixth) session of the Higher Education Council, held on 8/26/1417 AH, approved by Royal Order Telegram No. 7/B/12457 dated 8/22/1418 AH and the circulars in this regard.
