About Human Resources Planning and Development

The Human Resources Planning and Development Department is responsible for the strategic planning and development of the University’s workforce, ensuring the availability of qualified human resources and their optimal utilization in line with the University’s current and future needs. Its responsibilities include analyzing the current workforce, identifying staffing gaps and requirements, developing recruitment and succession plans, planning career paths and workforce movements, and contributing to the development of job descriptions and competency frameworks.

The Department also focuses on enhancing staff capabilities by identifying training needs, overseeing professional development plans and programs, and adopting modern technologies and best practices in human resources planning and development. These efforts contribute to strengthening human capital efficiency and supporting the achievement of the University’s strategic objectives.

Department Tasks

  1. Preparing the annual job budget for all staff positions. 
  2. Analyzing the current and desired human resources situation and identifying gaps. 
  3. Recruiting and classifying candidates in the job market through job applications, selection processes, and personal interviews. 
  4. Continuously studying and planning all career ladders. 
  5. Developing and updating the recruitment and succession plan in coordination with relevant university departments. 
  6. Planning various career paths for university employees (transfers, promotions, secondments, training, etc.). 
  7. Proposing the distribution of human resources across the university's organizational units. 
  8. Designing the salary structure and determining the value and relative importance of each position according to rules and regulations. 
  9. Providing the Human Resources Operations Departments with information on vacant positions to be filled through appointment, contract, transfer, or promotion. 
  10. Coordinating with the Deanship of Quality and Development to prepare and continuously update the actual job description manual for each organizational unit within the university. 
  11. Studying job evaluation procedures and linking them to the job grade scale. 
  12. Contributing to building and updating the competency matrix and linking it to job titles. 
  13. Proposing solutions to address gaps identified after analyzing the university's human resources. 
  14. Preparing annual reports for the department. 
  15. Contributing to identifying employee training needs through the analysis of performance appraisal forms. 
  16. Supervising and monitoring the implementation of the employee professional development plan in cooperation with relevant departments. 
  17. Announcing courses and programs offered by the Institute of Public Administration, following up on employee registration, and providing necessary technical support. 
  18. Performing other assigned tasks and duties.
