About Department

The Scholarship Department was established to highlight the importance of scholarships at the University of Hail. It is responsible for managing scholarship affairs and serves university employees on scholarship programs both domestically and abroad. The department reports to the University Vice Rector for Postgraduate Studies and Scientific Research, and its director is directly linked to the Dean of Postgraduate Studies and Scientific Research.
One of the main tasks of the Scholarship Department is to act as a communication link between the university administrations, colleges, and the Deanship of Graduate Studies internally within Saudi universities, as well as with Saudi cultural attachés in the host countries.
The department handles all necessary procedures to support scholarship students and their colleges, including issuing administrative decisions when required. These procedures cover all aspects of the scholarship period, such as:

Awarding the scholarship

Extending the scholarship

Changing universities or specializations

Scientific trips

Attending conferences and training courses

Completing the scholarship

Additionally, the Scholarship Department monitors scholarship students at their host institutions by requesting academic progress reports from cultural attachés and taking the necessary steps to ensure that scholarship objectives are successfully achieved.

Praise be to God, Lord of the Worlds, and may blessings and peace be upon the Messenger of God, his family, and companions.

One of the main tasks entrusted to the Scholarship Department is to serve university employees and scholarship students, male and female, who wish to pursue postgraduate studies or develop their skills through training. This includes submitting new scholarship applications, supporting current scholarship students, facilitating communication with their colleges, and ensuring the completion of all scholarship procedures accurately and efficiently, whether for domestic or international programs.

To support these tasks, a dedicated Scholarship Administration website was created. The site contains all the information and procedures required for scholarship students, from submitting an application to completing their studies and obtaining their degree.

We encourage all scholarship students, male and female, to access the website, utilize its resources, and communicate with us via email (scholarship@uoh.edu.sa) so that any inquiries can be addressed accurately and promptly.

In conclusion, we extend our sincere thanks to all colleagues and staff of the Scholarship Department for their dedicated efforts in serving the university's scholarship students, both locally and abroad.

Responsibilities and Authorities

Article 1 of the Scholarship and Training Regulations for university employees specifies the purpose of the scholarship, as it states:

“Scholarship and training aim to scientifically qualify university employees to obtain an academic degree, or to develop their academic, administrative, and technical skills through training, as required by the university's interests.

Building qualified academic and scientific cadres has been a primary goal of the university since its inception, as it is an essential factor in developing the university and ensuring the continuity of higher education.

To this end, the university has been keen to attract outstanding graduates and provide them with opportunities and proper preparation to complete their postgraduate studies abroad, obtaining master's and doctoral degrees in various scientific specializations. This ensures their employment as members of the university teaching staff after graduation, enabling them to perform their roles effectively.

This also contributes to graduating highly qualified individuals who can serve the country in various fields and to advancing scientific research that develops the university, as the strength of a university is measured by the quality and quantity of its research and the effective services it provides to its community through purposeful scientific work.

Scholarship Fields

Article Four of the Regulations for Scholarships and Training for University Employees specifies the fields of scholarships within and outside the Kingdom of Saudi Arabia as follows:

  • For a Master's degree only
  • For a Doctoral (PhD) degree only
  • For both Master's and Doctoral degrees
  • For medical specialty fellowships
Article Seven of the scholarship and training regulations for university employees stipulates that the duration of the scholarship shall be as follows:

  • One year for language study, which may be extended to two years by the University Council if necessary.
  • Two years for a Master's degree.
  • Three years for a Doctoral (PhD) degree or its equivalent in all specializations except medicine. The duration of study is determined according to the academic system of the host country where the scholarship student is enrolled.

The University's Permanent Committee for Scholarships and Training has identified scholarship and training programs for university employees other than faculty members, based on the university's current and future workforce needs:

1. Have the children's tuition fee invoices authenticated by a specialized office.

2. Have the invoices authenticated by the Ministry of Foreign Affairs.

3. Have the invoices authenticated by the Embassy of the Kingdom of Saudi Arabia.

4. Have the invoices authenticated by the Cultural Attaché.

5. The scholarship recipient must personally send these documents to the sponsoring entity so that they can complete the necessary procedures for disbursement according to regulations.



The scholarship recipient and his companions are paid an annual medical allowance by the Saudi Cultural Attaché in the country of study.


Upon graduation, scholarship recipients receive a financial allowance called a "furniture allowance" from the cultural attaché.

The regulations governing scholarships and training for university staff do not include any provision for reimbursing employees for expenses incurred in obtaining visas for themselves and their accompanying family members.

The regulations for scholarships and training for university staff do not include a provision for compensating employees for the financial expenses they incur to obtain acceptance from institutions.

The male guardian accompanying the female scholarship recipient is paid a monthly allowance equivalent to the scholarship recipient's allowance and an annual medical allowance.

Travel tickets are provided to the scholarship recipient and her minor children if they are under (18) years of age, except for female companions who are provided with travel tickets even if they are over (18) years of age.

The procedures for adding dependents of scholarship recipients studying at foreign universities are handled by the Saudi Cultural Attaché at the host country. The university has no involvement in their studies and only provides them with travel tickets to the host country if they are eligible. The requirements for adding a spouse or children to the scholarship program can be found on the website of the Ministry of Higher Education or the Cultural Attaché in the host country.


Cabinet Resolution No. 13, dated 20/1/1413 AH, stipulates that the Minister of Higher Education may reimburse scholarship students in cash for tickets purchased at their own expense, subject to the following conditions:

- The tickets must be legally valid.

- The travel must have been on Saudi Arabian Airlines if the student's itinerary falls within its flight range, and the travel must have been via the shortest possible route.

Tickets issued to the scholarship recipient and his family members by the university upon his scholarship are one-way tickets to the mission headquarters. As for travel tickets granted to the scholarship recipient by the cultural attaché to spend the annual vacation, they are two-way tickets if more than six months remain of the scholarship period.

The scholarship recipient is granted economy class travel tickets, except that the employee sent for training is granted first class if his rank is tenth or higher, and is granted economy class if his rank is ninth or lower.

The online scholarship extension request, as well as all other requests related to scholarship recipients (changing universities, changing majors, academic trips, online coursework, etc.), does not take long if the requirements are met, with processing times ranging from one to three months at most.

Travel tickets are provided to the accompanying spouse of the scholarship recipient if she is not a Saudi citizen, provided that the marriage was approved by the relevant authorities.


The online application process, whether for scholarship extension, continuation, change of university or major, or scholarship termination, involves fourteen stages:

1. Application creation by the scholarship recipient and submission to the cultural attaché.

2. Applicant's office staff member.

3. Cultural attaché.

4. Scholarship administration (relevant staff member).

5. Scholarship administration supervisor.

6. Direct supervisor (department head or director).

7. Head of department (dean, vice dean for graduate studies, or director).

8. Scholarship administration (relevant staff member).

9. Scholarship and training committee (committee secretary).

10. Scholarship administration supervisor.

11. Vice President for Graduate Studies and Scientific Research (chair of the scholarship and training committee).

12. University president.

13. Executive decision issuance (Scholarship administration).

14. The request is processed via Safir 2 by the relevant employee.


Following the issuance of the executive decision regarding scholarships.

The scholarship recipient and their companions will be provided with economy class travel tickets to the mission headquarters after the university council's decision to award the scholarship and the completion of the executive decision issuance procedures.


The clearance certificate means that the employee has handed over all entrusted items and assets in their possession to the relevant authorities and is unrelated to salary. Salary is only affected upon issuance of the executive decision for secondment after it has been sent to the payroll department.


The student sent on scholarship by the university is only paid half of the basic salary unless he is sent on a training scholarship, in which case he is paid his full salary.

You must ensure the accuracy of the personal and professional information displayed on your scholarship application, verifying that it contains no errors or omissions (such as a message like "Code is incorrect" or "Unknown" appearing next to the department name).

You must also ensure that your academic qualifications are listed in the appropriate fields and that the information provided is correct.

If you find any errors or omissions, you must correct or complete them by contacting the Human Resources Department before submitting your scholarship application. Once the application is submitted to your direct supervisor, the data, which has been retrieved from the Human Resources database, cannot be modified, potentially resulting in the application's rejection.

The scholarship recipient's salary is not suspended but is reduced from full to half salary after the executive decision is issued if the scholarship is for academic studies. If the scholarship is for training, the recipient will receive their full salary.


(Financial Guarantee): A letter in English given to the scholarship recipient to send to educational institutions abroad to facilitate the admission process.

(Scholarship Application): A scholarship application submitted by the employee upon receiving acceptance from an educational institution accredited by the Ministry of Higher Education.

University website – Unified Login Portal – Enter your username and password – University Agency for Graduate Studies and Scientific Research. Then select the (Scholarship Application) icon and complete the required procedure.

The electronic scholarship system involves the automated transfer of scholarship-related transactions via a computer network, replacing the paper-based process. The employee, who is also the scholarship applicant, accesses the system, submits the application electronically, and then sends it to their direct supervisor. The direct supervisor, in turn, forwards it to the head of the department after approval. The head of the department then forwards it to the scholarship department, and so on, until the university council issues its decision regarding the scholarship. All of this is done automatically.
