About Chair

The distinguished Mohammed bin Laden Research Chair for Quality and Productivity in the Construction Sector operates within the wise vision and strategic direction of the government of the Custodian of the Two Holy Mosques, King Abdullah bin Abdulaziz Al Saud. In his directives during the Second Quality Forum on November 3, 2009, he emphasized that the Kingdom cannot compete and participate effectively on the global stage unless quality becomes the primary criterion in everything it offers to the world. This excellence should be derived from the teachings of the true Islamic religion, highlighting that quality has become the most important foundation for achieving global reach through products and services that reflect the Kingdom's reality and the capabilities of its people.

In line with this strategic vision, the research chair seeks to promote quality standards and institutional excellence in the construction sector, which is considered one of the most important investment sectors in the Kingdom. This is achieved through an integrated system of specialized research programs and scientific and technical partnerships with distinguished international centers and institutes in the fields of quality, productivity, and institutional excellence, in addition to cooperation with regional and local specialized organizations.

For reference, the agreement to establish the chair was signed between the University of Ha'il and the Saudi Binladin Group during the workshop entitled “Total Quality Management Methodology for Improving Performance and Achieving Institutional Excellence in the Government Sector." The workshop was organized by the research team at the College of Engineering on Monday, 3 Jumada Al-Akhirah 1431 AH, corresponding to May 17, 2010.

The Research Chairs Program at the University of Ha'il is one of the outcomes of the dedicated efforts made by His Excellency the University President to achieve the strategic vision of the government of the Custodian of the Two Holy Mosques, King Abdullah bin Abdulaziz Al Saud (may God protect him). It also aligns with the directives of His Excellency the Minister of Higher Education, Professor Dr. Khaled Al-Anqari, which emphasize the essential role of Saudi universities in developing the national economy and transforming it into a knowledge-based economy.

The College of Engineering at the University of Ha'il is considered a distinguished scientific institution and a center of expertise, supported by highly qualified academic staff recruited in recent years. Strategic plans have been developed to activate these competencies within the framework of scientific research and academic work in a manner that contributes to serving society and developing a national economy based on knowledge and modern engineering and administrative practices.

By the grace of God, these plans have resulted in the establishment of the Moallem Mohammed bin Laden Research Chair for Quality and Productivity in the Construction Sector, with generous support from the Saudi Bin Laden Group, which has made significant contributions to the development of infrastructure in the Kingdom of Saudi Arabia. These contributions range from the expansion of the Two Holy Mosques to the construction of highways, airports, and water desalination plants, in addition to supporting research chairs in several Saudi universities.

The research chair is expected to become one of the key pillars supporting major development projects, including economic cities such as King Abdullah Economic City in Rabigh and Prince Abdulaziz bin Musaed Economic City in the Ha'il region. It will also contribute to the advancement of quality practices through the transfer and localization of knowledge and the development of applied research in quality systems and their implementation in the construction sector.

The Mohammed bin Laden Research Chair for Quality and Productivity in the Construction Sector aims to embody the country's strategic vision toward achieving quality and institutional excellence. This will be accomplished through an integrated system of specialized research programs and scientific and technical partnerships with leading international centers and institutes in the fields of quality, productivity, and institutional excellence, as well as with regional and local specialized organizations.

In addition, the chair will provide training services to the local community in areas related to quality and its applications in the construction sector. The scientific team responsible for the chair will utilize its academic expertise to transfer and localize quality techniques, tools, and institutional excellence concepts, and to promote their dissemination across various economic sectors, with particular emphasis on the construction and urban development sector.

This will be achieved through the design, development, and implementation of workshops, training programs, and scientific conferences in the fields of quality and institutional excellence. Furthermore, efforts will be made to establish partnerships and collaborative networks with international organizations specialized in quality and institutional excellence.

In the coming years, Allah willing, the research chair is expected to achieve significant scientific accomplishments and to play an important role in advancing the scientific research system at the University of Ha'il in particular and in the Kingdom of Saudi Arabia in general.
